It is a scam. Here is what he wrote to me:

I bought the boat from US and I was willing to register it here but unfortunately the taxes are to expensive. Since I found another boat a localy I will not spend that much money to register it here and I decided to sell.

It has very little usage. For most of its life, it’s been kept in the garage on the trailer. The boat comes along with trailer and cover and it was used only in fresh waters.
